Regarding extensive range of urban services and also high cost of municipalities in this field specifically in pathway cleaning and garbage collecting, supervision on their performance quality by contractors from municipality is essential. Therefore considering realization of electronic city with aim to utilization of Information Technology infrastructures in urban management and strict supervision, an integrated comprehensive system has been made known as MABNA, this system has

been implemented on urban services requirements especially in metropolises in field of Automation and supervision on human resources and machineries

Workflow and Problems of traditional System

One of the main tasks of urban service deputy is to supervise on contractor’s activity charged on urban cleaning upon signed contracts. For this purpose, in each path, contractors will do their jobs according to a periodical time schedule. Also there is a resident supervisor in the location that will report any fault or failure from contractor related to performing its job. Nowadays recoding these items would be done on papers and according to manual computations. In addition to resident supervisor, great supervisors also  in urban services deputy  will check  some pathways randomly and after checking the forms  filled by supervisors in charge of that  pathway will confirm accuracy of supervisors performance. All these steps would be done manually by different formula and items in contract book, 

Main Objectives of Designing and Implementation of MABNA System

  • Integrated mechanized control and supervision on performance of contractors work and making online statement (daily and monthly)
  • Supervision on performance of supervisors
  • Documentation of contractors’ penalties
  • Electronizing of all supervision activities and processes with aim to acceleration, elaboration and standardize management reports in order to decision making

MABNA System

MABNA System has been made according to main basics of supervision: 1) control and supervision on performance of urban services’ machineries and fleets 2) control and computation of tonnage of wastes discharged by vehicles in discharge stations 3) location recording of all supervision events. All these systems composed of three below modules:

Fleet Management System is based on tracking process and with help of GPS, GPRS/SMS technologies. In such systems each vehicle equipped with a tracking terminal. This terminal has two main parts: status receive part which shows each vehicle position coordinates from GPS satellites and sending part which sends position coordinates from GPS and information from inside the vehicle with help of GPRS/SMS to tracking data center. These data will send online to user from vehicle in GPRS context and all vehicles in MABNA system have the option to defining time schedule. Constructed pathways from received points on the map would be matched with time schedule of pathways. And the function of each vehicle would be calculated according to work plan and also penalties.


Waste Weighing Module

This module implements in waste discharge stations which record the loading weight discharged by contractors vehicles, all below data gathered in this system and sends to central system by online intranet network, (data related to vehicle type, collected waste type, waste weight, time of delivery to collecting centers), some applications of this module listed as below:

  • Online recording of quality and quantity data related to weighing of Waste transportation vehicles and also receipt issuance.

Supervision Module on Contractors Performance

This system includes web-based main software and designed software based on intelligent mobile devices and tablets installable on Pocket Pc devices of supervisors.

Regarding weak mobile network wireless context in our country, online implementation of this system encountered some connection problems such as accessibility, which for solving this problem we have included offline mode in the package, in this option, customer data could be connected via an intermediate mobile cable to an intermediate software installed on supervisors’ computers, in this way data will be updated or unloaded. Also considering organizational requirements in order to accessibility of this system for different departments, web based design of main system is essential. Based on Dolphin Company researches and organizational requirements, proposal architecture of this system includes three applied program in various contexts:

      (2Data unification Intermediate program for mobile devices of main system and supervisors (offline mode

Each part of the program has been designed and implemented carefully based on required standards in each specific context.

Main software loads location data layers of urban pathways and based on these data, time schedule option for cleaning should be exactly match with “cleaning items of contract, its topics and vehicles time schedule And workers”. Based on this daily time schedule, a random plan would be sent to supervisor’s mobile device and report him that he should be present in each pathway, and then he is allowed to assess workers considering scheduled cleaning items. In this case he is called allowed supervisor. Then he is able to records numerical, area and longitudinal penalties.

 Also regarding time schedule, based on pathway inspection “preferences” and maximum length that has been defined for supervisor’s daily visits, number of pathways in each region would be selected and transferred to software installed on supervisors’ mobile device (tablet). Supervisors visit each pathway according to this schedule and in case of any problem in contractor’s performance will be allowed to assess him, for this purpose, they should select target pathway in the software installed on mobile device, complete the numerical penalty form and attach the image of pathway status. These images taken from tablet or device camera automatically.

In order to recording longitudinal and area penalties also the supervisor should be present in location and travel the length, then the area and longitudinal penalty form would be open and in case of longitudinal item, traveled length would be recorded as penalty. And in case of area item, traveled length would be cut from pathway layer and the resulted area would be recorded as penalty.

Generally this system has three basic outcomes: mechanization of presenting the supervisors’ daily program, controlling the supervisors’ travelling pathways, documentation of contractors’ penalties
